In military culture, when an individual is being transferred or his/her tour of duty is close to completion, a person may demonstrate some level of apathy and/or defiance, since their behavior is less likely to bring consequences. Other common military terms were "Snafu," Situation normal, all f****ed up, and "Fubar," F****ed up beyond all recognition.
